Thune accused Democrats of deliberately prolonging the shutdown and using social welfare programs as political leverage. The clash centered on temporary funding for the Supplemental Nutrition Assistance Program (SNAP), with Democrats pushing a standalone bill to keep food benefits flowing to low-income families.
