A retired New York City financier and former associate of George Soros, Howard Rubin, has been indicted on federal charges involving the trafficking and abuse of women. Prosecutors allege that Rubin, now 70, used his Manhattan penthouse as a “secret sex dungeon,” where he subjected women to violence far beyond the limits of consent. According to the Justice Department, Rubin and his assistant, Jennifer Powers, transported women across state lines for commercial sex acts, with Rubin allegedly paying up to $5,000 per encounter. A separate bank fraud charge against Rubin stems from misrepresentations made while securing financing for Powers’s Texas home.

Several women accuse Rubin of extreme physical abuse, including injuries so severe that one victim’s plastic surgeon refused to operate. Civil suits brought by multiple plaintiffs claim that Rubin engaged in sadistic acts without consent, with one woman alleging he made disturbing statements and forcibly raped her while she was restrained. A civil trial involving six of the alleged victims is scheduled, with damages sought exceeding $18 million. Federal authorities emphasize that Rubin’s wealth and status will not shield him from accountability. Officials from the DOJ, FBI, and IRS stated that the pair allegedly spent over a million dollars to operate a national trafficking network, exploiting women and attempting to silence them through intimidation. Investigators say Powers played a significant operational role in arranging the encounters, ensuring the continuation of what prosecutors describe as a years-long pattern of exploitation, violence, and psychological harm.
